What is RIIO-ED3?
RIIO-ED3 is the name for our next business plan, agreed with Ofgem, that will guide how we run and invest in the network from 2028 onwards. It covers everything from keeping your power reliable to supporting new technology like electric vehicles and heat pumps. We're talking to customers and communities now to help shape it.
What we are working towards
Our business plan is built around three key priorities, shaped by what customers and stakeholders have told us. This builds on our business plan and commitments made for RIIO-ED2 (2023-2028) which can be viewed on the Your Power Future.
1. Delivering what customers need
Everything we do starts with our customers. Our business plan, and the strategies that sit behind it, are shaped by what customers have told us they need. We are committed to making sure those outcomes are delivered.
2. Growing the network for the future
Demand on our network is growing. We are expanding capacity where it is needed while making the most of flexible solutions, getting the right balance between building new infrastructure and using what we have more effectively.
3. Using innovation and technology to work better
We are putting digital tools and new technology, including artificial intelligence, to work across our business. This means faster, more responsive service for customers and a more efficient network for everyone we serve.
How we are shaping our plans together
We know that a good business plan cannot be built in isolation. That is why engagement sits at the heart of how we are developing our ED3 proposals. Through regional round-tables, research programmes and thematic stakeholder events, we are working closely with customers, communities and industry partners to understand what matters most and to inform the decisions we make.

Our Independent Stakeholder Group (ISG)
The Independent Stakeholder Group (ISG) provides independent challenge and scrutiny throughout the development of our ED3 business plan. The ISG brings together a breadth of expertise and perspectives across a diverse stakeholder base.
The group plays an important role in holding us to account and helping to make sure our plans meet high standards of transparency and ambition. Meeting minutes, agendas and key documents are published openly so anyone can see what is being discussed.
Upcoming events and stakeholder engagement
There are a number of ways to get involved in shaping our ED3 business plan.
We hold regular Regional Round Tables and stakeholder events throughout the year, where you can hear directly from our teams and share your views.
Planning for the future
RIIO-ED3 will set the direction for electricity distribution across the East Midlands, West Midlands, South West and South and Mid Wales from April 2028.
We are building our business plan carefully, and with the people it will serve - whether you are a customer, a community group, an industry partner or a regulator.
